In PowerPoint 2007, the Drawing Tools Bar does not exist anymore, but has been integrated into the new Ribbon Menu.
On the Home Tab, you can find the Drawing Group.

Once you draw a selected shape on your slide, you will notice that a new Tab called 'Format', is displayed. These type of Context-Sensitive Tabs are only displayed when, in this particular case, a shape is selected.

If you click on the Format Tab, a whole host of other tools are displayed which can be used to effect the currently selected item, in this case, the shape.
